Article IV - Code of Ordinances
Section 1. Building Permit Required
Every person before commencing work must obtain a building permit from the Washington Grove Planning Commission and, pursuant to Article XIII of the Code, Montgomery County, if that person:
- erects or causes to be erected a building or other structure;
- makes any structural alterations to a building or structure;
- moves, demolishes, or removes any existing building or structure; or, encloses a porch.
'Structural alterations' to an existing building or structure, and one who 'moves' any existing building or structure, shall include any partial or total demolition of any building or structure, thereby requiring a building permit from the Washington Grove Planning Commission.

The Council must meet regularly at such times as may be prescribed by its rules, but not less frequently than once each month. Special meetings may be called by the Mayor or a majority of the members of the Council. All meetings of the Council must be open to the public unless closed by the Council as authorized by State law. Residents of the Town must be given reasonable notice of Council meetings and an opportunity to be heard.

The HPC will meet once a month to hear applications. Regular meetings shall be held on the same day of every month, such as the third Tuesday of each month. The regular meeting may be postponed to such a day and time as directed by the chair. The HPC may schedule special meetings as deemed necessary.
